Glenorchy City Council held its third Ordinary Council Meeting for 2025 on Monday 31 March 2025. 9 Elected Members were present.

Announcements by the Chair
The Pool
Council held a Community Yarn at the pool last week. This was a positive meeting where we discussed how community and Council can work together, especially during the federal election campaign period, for the future of the pool.
Repair and Reopen
Tenders for the repair of the pool have been received and are currently being assessed by a Tender Review Committee. An update will be available to the community with the release of Council papers on Wednesday 23 April and again, after the 28 April meeting.
Redevelopment of the Pool
Lobbying State and Federal Governments for the $83.8 million needed to redevelop the pool continues. Council is encouraged by the number of community members who are supporting the campaign for funding by sending candidates in the upcoming election and local politicians a letter to ask for funding. A letter template, along with email addresses and phone numbers of all Federal candidates and local politicians is available on Council’s website.
Golden Years Club
To ensure an open and transparent, merit-based process, Council is conducting an expressions of interest process for the new anchor tenant of the Golden Years Club, which closes 2 April 2025. Once the submissions have been assessed, a recommendation will be presented to the 28 April Council meeting where a decision on the new anchor tenant will be made.
Joint Anti-Racism Campaign
Glenorchy City Council has joined the councils of greater Hobart in a stand against racism. This campaign entitled We Stand Together Against Racism, was developed with invaluable input from the Migrant Resource Centre and local representatives. It aims to foster unity and empowerment throughout Tasmania’s southern communities, including Glenorchy, Brighton, Hobart, Kingborough, Clarence and Sorell. The campaign was launched on Friday 21 March in conjunction with the Walk Against Racism from the Hobart waterfront to Parliament lawns.
Black spot funding
The Australian Government has provided funding for three more black spot projects in Glenorchy:
- Fourth Avenue, between Springfield and Second Avenue, West Moonah – $120 000 for a high friction surface treatment.
- Brent Street, east of the Chapel Street roundabout, Glenorchy – $15 000 for a safety barrier.
- Sunmont Street, southern end, Derwent Park – $50 000 for anti-skid surfacing.
Total funding from the Australian Government is $185 000, with Council contributing $15 000.
Variety Carols
Following a successful event last year, Council have provided in-principal support to Variety for their Carols event at Tolosa Park this year. This support will be confirmed once the 25/26 budget is passed in June.
Community and Volunteer Awards
Council’s Community and Volunteer Awards are coming up. Nominations for the City’s high achievers, volunteers, and local heroes for 2025 are closing this week. The categories are:
- Citizen of the Year
- Young Citizen of the Year
- Senior Citizen of the Year
- Local Hero and Volunteer Recognition.

Federal Election
With the 2025 election now called for 3 May 2025, Council is ramping up its lobbying for funding of our four priority projects. Aside from the pool redevelopment funding, we are also calling on the Federal Government to fund
- Stage B of the Tolosa Park redevelopment to transform it into a free public space for recreation.
- the development of Humphreys Rivulet path into a safe, accessible and well-connected shared use pathway linking Tolosa Park to the City centre.
- A much-needed Youth Hub which will be a safe, inclusive space that provides essential services, support and opportunities to empower our young people.
Submissions to the State Government
Council endorsed three submissions to the State Government this month.
Firstly, to the State Planning Office on the revised Development Assessment Panel (DAP) Land Use Planning and Approvals Act 1993 (LUPAA) Bill released on 26 February 2025. Council provided feedback on the draft bill in October 2024. The Bill has been partially amended, and the Government is seeking further feedback. Council generally notes that the changes in the revised draft Bill are generally positive, however they are minor in the context of the fundamental deficiencies in the statutory scheme for a DAP process, which remains fundamentally flawed. Council reiterated its previous position in relation to the scheme as a whole.
Second and thirdly, to the Office of Local Government on the Elections Bill discission paper and the remaking of the Local Government (Meeting Procedures) Regulations and the Local Government (General) Regulations. These reforms support the Government’s Priority Reform Program and Council is supportive of most reform areas.
Nominations for General Management Committee of Local Government Association of Tasmania (LGAT)
Council nominated Alderman Tim Marks to be Glenorchy City Council’s nominee for the upcoming Local Government Association of Tasmania General Management Committee and President elections.The election results will be declared in July.
After a community and stakeholder consultation process, Council made an updated Animal Management By-Law. The purpose of the By-law is to facilitate the responsible management of animals within the Glenorchy municipality.
Business Updates
A monthly financial performance update for February was provided which keeps Council up to date with regular high level financial information. A mid-year budget review was also considered and Council approved alterations to the current estimates.
